国务院再出重要利好 小微企业减税利关长远

　　国务院总理李克强24日主持召开国务院常务会议，决定进一步公平税负，暂免征收部分小微企业增值税和营业税。会议决定，从今年8月1日起，对小微企业中月销售额不超过2万元的增值税小规模纳税人和营业税纳税人，暂免征收增值税和营业税，并抓紧研究相关长效机制。
　　这将使符合条件的小微企业享受与个体工商户同样的税收政策，为超过600万户小微企业带来实惠，直接关系几千万人的就业和收入。据权威部门测算，此次减税新政实施后，小微企业年减税规模将近300亿元，按照从今年8月1日期执行估算，今年将减税120亿元。
　　作为中国经济发展的重要力量，小微企业绝大多数为民营企业，占我国企业总数的95%以上，广泛分布于各行各业和各地区，在推动经济发展、促进市场繁荣、不断扩大就业发挥着重要作用。
　　此次出台的小微企业减税新政，力度大、惠及面广，可谓一剂小微企业发展的“强心针”、“助力剂”。不仅将为小微企业未来的发展减轻负担、营造更为公平的经营环境，对于当前中国经济稳增长、保就业乃至长远的战略转型升级都有着重要的意义。
　　当前，中国经济总体运行平稳并处在合理区间，但形势复杂多变，经济有增长的动力，也有下行的压力。暂免征收部分小微企业增值税和营业税，体现了公平税负的原则，对于提振小微企业发展的信心具有积极作用，同时，也有助于缓解小微企业融资难等困难，更好地发挥其在稳增长上的作用。
　　李克强总理近日在广西调研时就曾明确指出，小微企业“铺天盖地”，是就业的最大吸纳器，政府会继续从政策上给予支持，创造良好环境。
　　的确，小微企业虽小虽微，但其增强经济发展内生动力的作用不“小”，在经济社会发展中的地位也不“微”。据统计，目前中小微企业就业已占城镇就业80%以上，不仅成为我国吸纳就业的主要“容器”，也是创业的“孵化器”。给小微企业减负，也将打开更广阔的就业大门，为增长和转型装上更多“助推器”。
　　近年来，国家出台了一系列惠及中小企业尤其是小微企业发展的税费政策。在7月5日发布的《国务院办公厅关于金融支持经济结构调整和转型升级的指导意见》中，也提出了多项整合金融资源支持小微企业发展的措施。
　　为破解小微企业发展困境而出台的一系列政策表明，决策层已充分意识到，鼓励和促进小微企业发展是一项长期工程，需要形成长效机制，只有通过降门槛、减税费、简手续等一系列措施，才能进一步激发市场主体活力和内生发展动力，使改革红利惠及最广大群众。(王悦威)
